AMid faltering collections, the Bureau of Internal Revenue (BIR) pushed back to 2012 its plan to bring back the government’s tax effort to pre-Asian crisis levels. In a briefing, BIR Commissioner Kim Jacinto-Henares said the agency expects to hit its goal of a 15 percent share of tax collections in the country’s gross domestic product (GDP) come 2012 rather than next year.

“Although President Aquino wants the government to raise the tax effort to 15 percent within his term, we would set an internal target of accomplishing that in the next two years,” Jacinto-Henares said.

This new goal added the agency another year to attain the 15 percent tax effort as opposed to its original time frame to reach the same objective in 2011.

Tax effort measures the government’s efficiency in collecting taxes, and is computed by dividing collections into GDP, which is the amount of goods and services produced in the country.

ean-Sebastien Giguere was about to go straight from Conn Smythe candidacy as playoff MVP and the Stanley Cup Finals to free agency. Dominik Hasek and Ed Belfour, a pair of aging future first ballot Hall of Fame goalies coming off good seasons, were poised to join him, as was fast rising star Niklas Backstrom, who finished the season in Minnesota near the top of most NHL statistical categories. Rumors were also flying around the league about the availability of several top-flight, reasonably priced puck stoppers via trade, and the league’s annual Entry Draft was less than a month away.
