Do my goalie pads not fit or are they just terrible quality?

So I bought some goalie leg pads about a year ago. They're 30". My ankle to kneecap measurement is about 15.5" and my skates are a size 8.5 I think. Yet, for some reason, I can't close my 5 hole. I've tried breaking them in last summer (I couldn't bring them with me to school). Now that I'm bringing them out of storage, I'm testing them out again. I still require an incredibly awkward leg position (my legs form a 180 degree arc) to close the 5 hole, and even then there's still space underneath.

So, do I need to break them in more? Did I get the wrong size? Or did I just get bad pads (they were $110 new for reference)?

If you guys need pics, I'm sure I can get them somehow. Thanks in advance!
